Can’t text other than iMessages

I cannot sent text messages other than with iMessage,

my number in the settings is not correct but it won't let me change it or at least it won't save it.

i have tried resetting the network setting's and taking out the sim and putting it back in but nothing is making any difference .

any help would be grateful.
