Can’t roll data from piggybank

I'm in Spain and unable to roll data from my piggybank even though I have plenty! I'm now out of data but every time I ring sky it's all muffled and crackly so I can't hear the options how do I get this sorted?

It says there has been problem rolling your data please try again on the app, if I go online I get a message saying problem with my account please contact us
