They are charged at the landline call rate of the provider or out of inclusive landline minutes.

Anyone with o2 or Vodafone you are with have the international inclusive roaming plan. 

o2 is included free but Vodafone pre August 2021 contracts costs £7.39 and £6.00 post August 2021 for unlimited UK/inland roaming landlines/mobiles with 25GB (day or whole billing month) for the day. 

It may work out cheaper borrowing a o2 or even Vodafone mobile for £6/7 than (quoted^) 72p a minute on Sky of it's not a quick call.
