Been trying to sort out Daughter's mobile for the past month after her father passed away

How can u change payment details when the account holder has passed away. No ID or account details on hand. So ive Phoned sky and gone into shop (told me I can't do it its my 15yr daughter as its her phone and they done do bereavement. Really annoyed and with no joy now.
