Accusation of theft

Sky has accused my son on stealing a new iPhone. This was ordered as an upgrade on an account he's held for over ten years. When the box which should have contained the new device it was empty. Completely sealed, but empty. They are now accusing him of stealing it. They  have provided no proof or evidence to back this up. Despite  6 months of stressful calls he is no further and apparently now they are going to accuse him in writing.. how can this situation be possible? The box was still completely intact when delivered so the courier company had not tampered with it and I don't know anyone who can extract a phone from a box without breaking the seal? Has this happened to anyone else?

@Jules88

That's your son who should submit the complaint as he's the account holder not you.
