You can download the app from here:

https://www.sky.com/watch/sky-go/windows

When you have installed it then login to it with your Sky ID and password.

I use to have sky app on my lap-top how do I get it back, without any cost?

You can only use the Sky Go so if you are a Sky TV customer so if you are then use the link in the post above yours to download it.
