I have sky stream on main TV.

Tried adding sky go on xbox and it said I need Multiscreen/whole home or Sky go extra subscription.

Sky go not being used anywhere else.

Is this right?

@Rich102 You need the Whole home sub to use more than one stream puck and other devices such as Sky go

Games consoles are considered as extra "at home" devices unlike phones and tablet and therefore you need either WholeHome/Multiscreen or Sky Go Extra to use Sky Go on consoles.
