The placing of public service channels on EPGs is regulated by law and OFCOM produces a documents on the subject entitled "Code of Practice on Electronic Programe Guides"
It states
"EPG providers must ensure that the five national general entertainment PSB channels (BBC1, BBC2, Channel 3 services, Channel 4 and Channel 5) are listed in the first 5 slots of the EPG, so that BBC1 is in the first slot, BBC2 is in the second slot, Channel 3 is in the third slot, Channel 4 is in the fourth slot"
At present I cannot view programme details for any BBC channels and there has been a seemingly careless and cavalier attitude by Sky in the past over the correct placing of BBC channel on apps and some set top boxes.
It is now time to submit a complaint to OFCOM about this matter.

I would guess that the regulations do not cover Sky Go...
To set a remote recording the channels are from 801 onwards but you need to set the remote record option at the top of the guide.

As @caesarome indicates, given the current legislation under which Ofcom operates essentially pre-dates internet speeds fast enough for streaming, it's unclear (and doubtful) if the regulation of EPGs applied to Go.
Typically broadcasters are rather reluctant to fall foul of Ofcom regulation (their lawyers get upset) and it's unlikely that Sky would voluntarily put itself in such a position.

Incidentally BBC1 and BBC2 cannot be in those first five EPG slots when the BBC does not permit their distribution: for example in Sky Go used by Sky Glass and Sky Stream subscribers where all BBC channels are absent in order to increase iPlayer use.
