I appear to be running video capture - I am not!

Recently (in the last three weeks or so), whenerver I have tried to download and watch, or stream, I get an error code telling me I appear to be running video capture software. Nothing has been added to my computer in the last few months. I've tried the self-help look at task manager and have tried with everything closed, even MS Word. Same message. I like to watch programmes when I am on the train etc. Any advice to get me up and running again please?

Is this Windows snipping tool open because if it is trying closing it along with any programs that can capture sound, video or pictures.
