looking to do some upgrading on my Sky account, but before committing I want to chat (or Talk) to someone at Sky. Is this possible? How do I do it?

You can call on 150 from a Sky Talk Line or Sky Mobile.
If you haven't got a current Sky Mobile or Sky Talk this link should help:
https://www.sky.com/help/home Scroll down and click on ‘Need more help’ and it provides a 0333 number. If you are in the ROI on the same link change the flag in the very bottom corner to the ROI flag to obtain an 0818 number.

If your device is lost or stolen and you pay the subcription will you be able to be Issued a new device - Phone or not?

@JamesFord this doesn't seem relevant to this discussion. But I would probably suggest that's a matter for insurance rather than your phone provider, which may be Sky if you have insurance with them.

What if you don't have insurance but pay AppleCare+ but Apple won't do anything unless you have the device. What is your advice?

Check if your home insurance covers it, many do. Otherwise this is probably a life lesson to invest in insurance next time.
