Picture interference / break up

Hi , 

I was just wondering if anyone knows what's causing this  random Intermittent picture breakup , it only effects the same bottom left quarter  of the tv and is even 'recorded' /  picked up if you rewind the tv programme a little which I did to take the attached picture .
