You don't require a license to possess a television set or any other hardware. Watching any television 'live' (meaning on any platform simultaneous to it being broadcast) or using BBC iPlayer at all is licenseable activity and the address must be covered by a license to be legal.

Did you buy the TV from Sky? Have you purchased a Streaming TV subscription? This comes at additional cost.
Sky Glass has nothing to do with council tax, but you will need a TV licence to watch any live channels as part of your subscription.
