By using the remote control, but you'd need the Ad Skipping add-on to do so through advertising breaks.

Left outer ring – rewind. Press again to speed up, or press and hold to move to a certain part of a show.

Right outer ring – fast forward. Press again to speed up, or press and hold to move to a certain part of a show.

You can also use voice commands "fast forward 3 minutes" for example.
