If you mean Talking Pictures then I'm afraid it isn't available on Sky Stream or Glass.

Because its not available on Sky Glass or Sky Stream at this time.

A lot of the smaller channels that operate on satelliete don't currently broadcast on Sky's streaming platform. The list of channels available can be found here: https://www.sky.com/help/articles/tv-channel-list-sky-glass

That's correct, because Talking Pictures TV is not present in the EPG for Glass & Stream.

It isn't advertised. It's advertised for Sky's satellite service for which it is available. Sky publish the channel list for Glass and Stream and note that is unavailable.

TPTV is a famously tiny operation (three people in a suburban house), and may simply not be in a position to meet the additional technical and administrative requirements for presence on the Sky streaming platform.
