Fuzzy screen for two seconds on each advert / start of progarmme

Does anybody else have a few seconds of fuzzy srmcreen images which flip into clear images each advert or at the start of each tv programme either at the start of the programme or after adverts ?

I see it on itvx a lot - I guess it's the buffer speed building on the itvx app ....
