My mum needs her voicemail turned on for the landline as she is deaf and has missed appointments because the didn't phone her mobile.

Is your mum the account holder because if she is she can register with the Accessibilty team at Sky as there are extra contact options for as someone who has a hearing disability:

Is she wants her landline voicemail activated then she can use one of these contact options to speak to Sky about this.
