i have new phone number

you keep sending my e mail  sign in code to my old phone which is no longer in use

If you kept a note of the Recovery Code as Sky recommended, you can use it to turn off 2 step login and set it up again with your new mobile number.

 

If you didn't keep a note of your Recovery Code, you'll need to call Sky who will turn it off  on your behalf.

That will be because you have not yet set it up to go to your new number as thye system would not know where to send it if you are yet to do this.
