i have a issue where my account states that the speed is poor to the exchange hub and this has been the case for many months. when calling sky they dont seem to offer any fix and my speeds are below what my contract minimum speeds should provide. is it really the case that not work can be carried out to fix this

If Sky has actually offered you early exit without penalty because they cannot deliver the GMDS then that probably indicates Openreach has no intention of addressing the issue: if they expect to roll out fibre optic in the area then this appears to be increasingly common.
