full fibre 100 saying buffering when watch or streaming on tv or pc

Wife trying to watch on catch up and im trying to watch things on my pc and keeps saying buffering whats going on with sky ?

This to me isnt full fibre we shoundnt be these problems.

Also downloading apps onto our samsung tablets seems to take ages
