Wifi not working on all devices. Shows full signal but having to use 4g to receive and send messages

I have had an engineer to my home, he provided a second router as the broadband is so slow. It has now got even worse. In ofder to use my phone i have to turn off wifi and use data. The wifi has been terrible and the engineer just repeats saying it looks like theres wifi to the property. Every person i have spoken to that has sly nroadband is experiencing the same thing.

 on all tests it says fine but on all of my devices it's extremely slow and I have to turn wifi off to retrieve any messages
