WiFi not connecting to TV upstairs but it’s is everything else

WiFi is working on downstairs tv/phone/ laptop/cameras 

however it is not connecting to my upstairs TV 

It finds the new WiFi on my tv but everytime I try connect it says wireless connection discounted 

"automatic IP setup failed" make sure the DHCP server is enabled on your wireless router. 

I have turned WiFi on and off and tv, but nothing.
