WiFi keeps dropping out but app says connection is good

I'm connected to the wifi on my PC and I do numerous speed tests and the download speed is never consistent. It's either at 9mbps or goes to 30 it's never above and we're in a package saying we should get 60. The app says there's no issues and our download speed is 56 but the online tests say otherwise and my connection isn't good at all. How do i try fix this?
