Why am I paying for a service I don't receive?

For the last few weeks internet keeps randomly dropping out, was every few weeks then every few days now every few hours, online checker shows everything is working. Ran a speed test currently recieving 0.04 Mbps, not the amount I'm guaranteed, not the amount the checker shows I'm recieving. 

 

Hub is in the same place it's always been for 7 years with no issues. I'm continuing to keep paying more and more for the service but getting less and less in return, why is that

If you have the black sky hub could you post your router stats
