Discussion topic: When signing up for SKY Broadband i was told I would have download speed of at least 40mbps.

When signing up for SKY Broadband i was told I would have download speed of at least 40mbps.
Since then my speed as dropped to as low as 19 mbps, cuurrently 28 mbps, as uswitch test. Is this normal SKY performance and do I have any recourse to sky for lesser performance than promised
