Speed go down

Hello everyone, i have a problem for some time now my internet speed has dropped from 150mbps to 25mbps. And I didn't pay the bill because I don't pay for something I don't have. Can I terminate the contract without paying a penalty?

@Neon213 You may be able to cancel if Sky cannot fix the problem, however you have to give them reasonable time to do so, that being said have you reported the fault and what have Sky said+

You mention not paying the bill, is that something Sky agreed to or have you just refused to pay? If you just refused to pay then that puts you in breach of contract and Sky will not allow you to cancel while in debt, they will also restrict your service until you pay in full what is owed.
