I had an open reach engineer out today who tested my speeds and no what we did, we couldn't get my WiFi or wired connections to match what was from coming to the router. After some investigation, it turns out that sky put a internet limiter on my broadband so I went from 41mb all the at upto 70mb.
is this right for them to do this?

That's not really a thing. Openreach does use Dynamic Line Management though, to prioritise connection stability over download speed.
