Sky don't have the resources, or the time, or inclination to pick on individual customers and think, right, let slow this persons connection to that of a dial up modem as they've done absolutely nothing to us....
In the good old days of ADSL and "up to 8Mb", "traffic shaping" which was throttling used to happen sometimes, but it would be an automated system once you reached a certain amount of data usage, and it was clear in the terms and conditions it might happen. These days data usage is mostly totally unlimited.
The first line support agents line check only tests the sync speed, it's doesn't test the throughput, hence it doesn't register that you're not getting your speed. Sync speed and throughput are 2 different things.
While you're suffering the reduced speeds, have you got screenshots of any Speedtest (on an Ethernet connected device) and alongside it sync speed screenshots? This can be used as evidence of the problem.
It is most likely a contention issue, somewhere along the line as @Chrisee has said. This is why changing your IP address can fix the issue (it did for me when I had the same issue for a days) as it sends your data via a different route and/or server. If it doesn't fix it, then the problem is more likely your local cabinet. We usually see a spate of reports a few times a year and is proven to be the backhaul network in some capacity 90% of the time.

The minmum speed etc are standard statements and can be ignored. Dont get too hung up about those.my ultrafast+ connection says something sbout 60 to 80Mb/s in those fienlds with a guaranteed minmum of 400Mb/s below it. Not sure how Sky generate those figures but ignore them the key figure is the guaranteed minimum
