Sky VIP just an excuse to get another £25 a month from us
we thought the CityFibre engineer scheduled for Thur was a gift from Sky for being a VIP turns out our bill will go up £25 a month so we want to cancel the visit but we are finding this impossible

What is the engineer scheduled to do?

I'd imagine it's the 'free' upgrade from FTTC to FTTP, but in this case over CityFibre infrastructure rather than Openreach.
You can refuse the permission for installation at the time if you wish (particularly as it would usually involve drilling) but there should be an option to move to a full fibre price tier which isn't an increase in monthly cost.
Note that the 'offer' is nothing to do with VIP status: it's to push the national move from legacy copper to modern optical circuits so that the old system can eventually be abandoned.
