I have an old iPhone with no sim in connected to broadband showing there is a full WiFi signal but it won't connect to anything as if there is no WiFi whatsoever

How old? iPhone 6 and earlier don't support WPA3 wireless encryption, which is what a white Max Hub uses by default.
