Resite an existing incoming BT Openreach fibre box

BT Openreach states you need to contact your broadband provider about this box. All I need to do is to pull it out by 100mm so I can insulate the solid external wall it is fixed to.  I am looking for an engineer to move the box

I have spent over an hour trying to speak with a real person from Sky about this but failed, the system sends you in circles and does everything possible to prevent you actually talking to someone. 

Any ideas how I get to an engineer?
