Sky does not offer services for proxies on its infrastructure. And the only way you be able to set up a proxy is on your own home connection. The public IP address for the home connection can be found by searching on Google with 'what is my IP address' and this will display it. The port number is any you'd like to choose and you'll need to forward the port through the router to the appropriate hardware that is hosting the proxy.

If such sites are currently blocked, you'll need to adjust the Broadband Shield setting.
