Phone and iPad slow at receiving emails

My phone and I pad is continually reading .... this message has not benn downloaded from the server , 

sometimes I have to wait over a hour before it downloads

Is this for emails? If so its usually caused by iCloud Relay, Private browsing or Sky Shield. Try turning all 3 off.
