Ordeal with permission to works going to a '3rd Party', what are my options?

Hi there,

I'm a renter currently trying to get FTTP Fibre through Openreach set up as, from what I've been told by Sky, it's my only option. Copper is no longer available to me, and to go with another company like City Fibre for FTTC, I'll be waiting until October at the earliest. 

As part of this, Openreach has done a survey and found that there is some sort of blockage and they need a permission to work. Of course they can't tell me who the 'third party' they're asking is. I've asked my landlord, and they've had nothing, and I've even had to buy the title register to my freehold to try and find the land owners. 

I'm running out of time before Openreach simply cancel my order and I seem to have no way of contacting the third party myself, or getting any other broadband if this is cancelled. 

It's been 2 months since I moved here and this back and forth with Sky and Openreach has been a nightmare. What are my options?

 

I've filled out the BT wholesale form which people  usually ask for, but can't make much sense of it myself:

Usually that just involves notifying the local authority that they need to do some digging and possible road closure or putting up traffic lights however that usually just takes 4 weeks.  Unless where they need to dig passes through someones property/gardens.  Then i am afraid you'll have to wait
