Ongoing dropouts not being dealt with

We've had an issue with our broadband dropping out every few minutes for about a year now.  Sky keep sending engineers and have just swapped our router and yet I'm still spending most of my day hotspotting off my phone as the broadband keeps dropping.  I've tried putting in complaints (no response), being nice, being army etc. but all to no avail.  Sky keep blaming open reach but my contract is with Sky and the're still taking their monthly money despite not providing a service.  Does anyone know how I can get them to take this seriously?
