Not getting the guaranteed download speed

Internet connection is becoming terribly slow many times during the day and night. Guaranteed speed is over mbps but most of the time the speed is near32 mbps and lower. So why I should pay for wifimax ?net connection is terribly slow. It's a brand new connection.
