Not having a telephone handset plugged in isn't relevant to the broadband technology in use at the address. A 'phone line' (copper pair) carries either ADSL, FTTC or G.fast broadband. FTTP runs over optical cable and is typically far more reliable on average, but can only replace a copper line if optical infrastructure is in the area.
BT Halo 3+ Ultrafast FTTP (500Mbs), BT Smart Hub 2
