I have been without broadband for over a week. I am told it is an issue at the telephone exchange. What are my rights to terminate my broadband contract with Sky?

if you can then you can ask Sky to release you but there is no way you can demand it as only they or a court can cancel your contract. I know its frustrating but things like this happen but you will be compensated once the fault is fixed see Customer Auto-Compensation | Sky Help | Sky.com

Openreach's target fix time is usually 2-3 working days but it can be significantly longer if the problem is severe. You will be entitled to compensation once the problem has been fixed. See below.
