New Broadband Account Speeds

We're one week connected  with Sky, when we restart the router we get 20+mb speeds, but after a minute it drops to 0.02mb. The app says it's aware the speed  isn't sufficient but there's nothing they can do. Surely there is a way to fix this? Any help appreciated. Thanks, J
