I live in a flat at the rear portion of what was originally a single family home. As stated, my internet speed, since I was upgraded to a fibre optic connection, has been acceptable. It never reached the advertised speed, but this was not a bother. My modem is the basic SKY model. All 4 lights on front of the hob remain green. I have done everything recommended by SKY with no joy. Any downloads that succeed as a rule come in at kb speeds up to a max of 1MB/sec, now well below what I'm used to! I have the ultra-fast package. At about the time I began having speed issues, I noted that there are now two wires coming into my flat, one coming to me through the wall below, the other going into a fresh hole at the peak of the roof above my front door? It seems rather coincidental that my problems seem related to this extra cable in parallel with my single existing cable? These two cables are attached to the same point on the telephone pole, as well as at the same location on my side of the building? My landlord has taken up residence in the front house portion of this building. Hopefully SKY can tell me if this new connecting wire was installed by them?

No, legally they can't and won't give you such information even if they did the work, which is unlikely anyway.

No, legally they can't and won't give you such information even if they did the work, which is unlikely anyway.

@MAnthony1 Just call sky and report that you have a fault on the system, let an Engineer take a look and if sky when they test the system they will be able to establish that there is or not a connection issue to you!
