The My Sky app tests the line to the hub and shows the speed the hub connects at. If it finds a fault it can book an engineer to fix it. If the speed is below the guarantee for your line it can trigger a refund.
A. Speed test app measures speed to the device so shows the slowest part of thst link which with wifi is frequently the wifi speed between the hub and your device. Wifi signals are affected by the layout and type of construction in your home and can be affected by interference from your neighbour's wifi networks. Sky cannot control any of that which is why like other ISPs you will find any wifi guarantees come with lots of small print.
You can forget conspiracy theories about Sky throttling your line as there is zero indeprndent evidence that they do that and the testing sites will know if they did. Forum members can give you expert advice on how to.sort issues. .
