There is a national switch from copper phone lines to full fibre with a long term plan to completly decommission the copper network. This is being done in stages and for some areas when Openreach receive a new order for a service they will insist on installing a new full fibre line.
Currently if you already have a broadband service on a copper line that can continue but at some point that will be switched or just stopped so your landlord is being very short sighted as future tenants will have to use mobile broadband. You can try to persuade your landlord to be reasonable this link might help https://www.openreach.com/fibre-broadband/retiring-the-copper-network
One other point the service Sky sell is called Broadband the term Wifi refers to the way you connect your device to your home router.

As @Chrisee indicates, ISPs cannot now purchase a wholesale copper connection to offer to subscribers in around 60% of UK domestic addresses.
Your landlord should really appreciate that access to FTTP actually increases the value of the property.
