Internet dropping out, not in every room and download speed below my guaranteed speed

I'm not best pleased, my internet has been dropping out for days and days, I can't get wifi in every room in my house and it says my guaranteed download speed is like 39mbps and I've not had more than 20 for weeks and weeks!
