You advertise average of 61 mbs on superfast which i have or money back do i get money back as i only get 32

The 61Mb/s is the average for tge eeveral million customers buying Supefast some customers are lucky and get 80Mb/s as they live close to the cabinet some like yourself get lower speeds.

All other things being equal, FTTC speed is almost entirely a product of the copper line length between the subscription address and the local fibre cabinet as illustrated in the graph below. As @Chrisee indicates, 61Mbs is a particular kind of national average which both Ofcom and the ASA permit ISPs to advertise, as long as they also give a speed prediction for the particular address during the order process.

Incidentally the technology before FTTC was ADSL, and that has a maximum speed of 24Mbs.
32Mbs is a 'Superfast' service (even if it doesn't feel like it), and would be the expected speed delivered to a router at an address around 800 metres from the cabinet.
