Your title makes no sense. You talk about splitting your internet which would usually refer to splitting your 2.4ghz & 5ghz WiFi bands. However not sure what you mean by speed up & down?

All domestic broadband is inherently asymmetric, and there's nothing a user can do to change the inbound/outbound ratio.  There's also no facility on a Sky Hub to allocate bandwidth to specific devices or services.
