Full fibre voucher upgrade scheme

Houses in my village have been offered full fibre to the property using Openreach via the government voucher scheme.

It looks like I have to commit now and take up a full fibre contract with a couple of months of the completion of the installation.

I don't know how to set this in motion. 

I obviously don't want to upgrade my contract now and start paying for it until it's working.

However, if I don't take up the offer which is free - paid for by the voucher - and want it later (as technology moves forward and it becomes a necessity) it could cost £1500

How do I do it?
