Full Fibre Broadband & Landline issues after power outage

I have Full Fibre Broadband and Landline. When there is a power outage or the router is turned off to re-set, everything reconnects ok but the landline starts to ring a few seconds later with caller ID just saying Calling with a strange ring tone. When you answer there is no-one there. Does anyone know why this happens? It's getting to be rather annoying when it happens in the middle of the night.

@Lorry3 it is not an issue I have seen reported before. What phone do you have connected as it could be down to that.

Just a Phillips cordless. Phone works ok. Just this problem when the router disconnects. It did actually happen when the engineer first connected it., he didn't say anything about it.
