Endless internet issues. Unwatchable TV and constant signal failure

For four days the speed hasn't exceeded 40Mbs which is 10% of the guarantee rate. When querying this on the app it states I'm getting full speed but a test conducted over an Ethernet cable plugged directly in the box doesn't get close. I use a Deco power line network because I need an Ethernet socket elsewhere in the house. 
The app is shocking because it doesn't agree with what is happening in real life.

@Mistaxhekov Your Ethernet test was conducted where and with what kind off device, and the state off all other connections at that specific time!
