Sky engineer visited my property yesterday and performed an Openreach test on the BT line, the test failed and he says I need to book a BT engineer to visit and fix it.

Sky should be arranging that: Openreach doesn't speak to end users.
Note that in this context it's not 'BT' (which is a competing ISP)
Openreach Ltd is part of BT Group, but provides maintenance services to all ISPs on the national network.
