Can’t get WiFi in other rooms of the house and poor connection

Hi there. I am having really bad coverage with my WiFi. I can't complete a FaceTime call with out freezing. I can't get WiFi on my device in the living room of the house. It's very bad. 
I have also noticed that the cable from the telgraph pole outside the house is loose and swinging about, and the WiFi has been bad since this happened.
