Can I reboot broadband remotely as can’t access ring devices
Unable to access Ring devices remotely as looks like our broadband router is not connected

If you haven't previously switched on remote management, then no, you cannot reach the Hub from the internet.
Obviously if the internet connection to your home address is down for some other reason then you couldn't access the Hub that way even with remote access in place.
